This report aims at providing an overview of legal, organisational and policy related issues arising from an introduction of ISA on the European road network. The work has been carried out within Work Package 6 of the PROSPER project. The findings will be used together with results from the other work packages of PROSPER to develop implementation scenarios and strategies (deliverable 6.2). In order to grasp relevant legal and organisational issues to explore, the study has been done from a system architecture perspective using core functions of an ISA system as a basis. These functions have been found relevant independent of member state and kind of ISA system. From this system architecture perspective, actors/stakeholders that would handle the ISA functions have been derived. Moreover, a method developed in the In-Response project has been benefited from when defining the scope of the study — The integrated approach for the assessment of Driver Assistance Systems. National experts of the member countries included in the study undertook the assessment on legal risks connected with additional ISA implementations. (Author/publisher)
