Legal harmonisation in transport in Central Europe from policy towards implementation.

The Central and Eastern European (CEE) countries that have the ambition to join the EU oblige themselves to transpose and implement the so called `acquis communautair' in transport in the EU. This paper tries to give a rough sketch of the efforts made by CEE countries on the basis of policy documents, EC Regular reports on CEE approximation and advisory services performed in the countries concerned. The paper does not intend to go in detail on the performance of individual countries. Therefore, it should be taken into account that where reference is made to 'CEE' in this paper, this actually concerns a diversity of countries similar to the current EU. All with a different (legal) history, differing positions under Communism (differing levels of freedom and contacts with the EC) and nowadays different progress made in the EU approximation process.
