Samenvatting
In this study, the possible effect on highway losses of reducing the legal minimum drinking age was examined through an analysis of data on fatal crashes occurring three years preceding and the year following the reduction in legal drinking age in three areas compared to adjacent areas where it was not reduced. By collecting data in both change and non-change areas from several years prior to the legislation, it was possible to address the issues of instability and long-term trends in the data.
