Samenvatting

The fundamental question behind the issues in this paper is the right of the motorist to uninterrupted travel when balanced against society's interest in highway safety. In order to provide however total effective enforcement of the statutes, it is not desirable to restrict the power to conduct license checks to the state highway police.
