The urban toll roads are becoming more and more frequent in urban areas. It is also the case in developing countries. This paper presents experiences in some important cities in these countries. The main issue concerns the effect on the `right to transportation', namely how a toll scheme affects the general pattern of the city and the accessibility of its various parts for all people, including those with low household income. It is evident that urban toll roads are well accepted in suburban zones and that their implementation alleviate debt and public expenditure for cars, giving more funds for mass transit systems or bus network operations.
