Before measures can be adopted to reduce accidents, a policy of road safety in towns has to be formulated. The degree of lack of safety in the town has to be assessed before such an overall policy can be formulated and appropriate steps taken at each level. A variety of analytical tools are also available to the researcher. Their particular contributions can be discussed so long as it is borne in mind that it is hard to reconcile the need for analytical accuracy with the large number of accidents involving personal injury that take place in a town per year.
