Being aware that road safety is one of the most important issues in European transport today, CEDR, the Conference of European Directors of Roads, has agreed with the European Commission in October 2005 to develop a report on the most effective road safety measures to improve safety on European roads. Special emphasis should be given to reach the European target of reducing road fatalities by 50% until 2010. On this occasion, the scope of responsibilities of Road Directors should be identified. The results of this report draw a clear picture of where CEDR’s strengths lie and which fields lend themselves to a close collaboration with the European Commission. As there is a wish to jointly halve the number of deaths on our European Roads in the sense of the 'shared responsibility' the whole community should look at the best performers helping those CEDR Member States which are not yet performing so well to improve. Some of CEDR’s countries, more recently joining the European Community, and with significant progress to make by 2010, may benefit from additional support and – if available – funding, so that they can achieve quick wins.
