This paper was presented at the "Innovative life cycle costing analysis for pavements" session. These proceedings arre available on CD-ROM. This paper discusses the integration of network level data into life cycle costing analysis for a variety of road conditions and structures that make up the primary highway network in Saskatchewan, Canada. The subject of this paper covers a project that was successfully completed in 1998. The project that this paper discusses demonstrates how network level PMS performance models were used to determine the project level whole of life implications on level of service for funding scenarios for different types of road structures. The paper discusses: Combining the network cost and performance models to develop a Deterministic Project Level Deterioration versus cost model; Use of the above model and Network Level Treament Models to develop Life Cycle cause and effect models; Development of starting case scenarios for Level of Service for a variety of pavement structures; Analysis of the above to develop Net Present Worth and Equivalent Annualized Cash Flow for each starting case scenario; Reporting of the results and comparison with the short term strategies developed by the network level PMS.
