Licensing, selection and management of heavy vehicle drivers : road safety tools or administrative processes?

This paper examines approaches to the licensing, employment selection and management of heavy vehicle drivers in Australia, New Zealand and North America. The authors discuss to what extent driver licensing, employment selection and management processes contribute to lowering the crash risk of heavy vehicle drivers. In the course of the paper, the authors draw on published and unpublished materials and views and opinions of driver licensing organisations, employers insurers and industry groups. The approaches taken by some of these groups are compared and contrasted. It is suggested that the driver licensing and transport industry employment selection process for drivers represent opportunities to decrease crash risk within the heavy vehicle sector. (A)
