Lighting for motor traffic and pedestrians : what is happening nationally and internationally.

This article reviews the steps being taken internationally to standardise road lighting recommendations for both motor and pedestrian traffic. The recently updated BS 5489, `Road Lighting' differs little from the previous version. Innovative features are: a) the classification of lanterns as either MTI or LTI and the inclusion of a Design Table in Part 2; and b) the recommendation for 3 levels of horizontal illuminance in Part 3. CIE Publication 12.2 'Recommendations for the lighting of roads for motorised traffic' is being revised. Differences between this and other codes are outlined. Special attention is given to: a) problems of motorway lighting; b) the lighting of conflict areas; and c) the Visibility Level proposed by the United States. Conflict with CIE Publication 92 `Guide to Lighting of Urban Areas' are noted. The various disagreements which have held up CEN progress on lighting recommendations are outlined.
