This paper evaluates the ability of an urban rail system to provide an alternative mode of commuting. The specific data were derived from analysis of the BAY Area Rapid Transit (BART) This study found that approximately 60% of the potential users could not reasonably be assigned any commuter trip by BART. About 70% of the reasons for not using BART are attributed to long-term acute spatial mismatch among home, workplace and the fixed BART routes.
