This paper describes the monitoring and evaluation of the National Traffic Police (NTP) in Israel, a large-scale experiment in traffic police enforcement begun in August 1991. The creation of the NTP entailed an organizational change in the structure of the traffic police force and a doubling of personnel and other resources. An independent, comprehensive evaluation was mandated to accompany the project. The classification programme comprised four components: a) an organizational analysis, b) monitoring of traffic bahaviour, c) monitoring of police operations and d) analysis of accident trends. The methodology is described and results of the evaluation are presented. A relationship is seen relationship is seen between improvement in traffic behaviour and the intensity of police presence.
