This paper describes a mutually supportive process, developed by the Joint Regional Policy Committee (JRPC) in the west of Washington State, USA, for coordinating and integrating the Regional Transit Project (RTP) package with regional, corridor and local land use planning. The RTP is a cooperative project, involving local transit agencies, and the JRPC overseas development of the RTP System Plan. The JRPC's goals for the system are to: (1) ensure the ability to move around the region; (2) preserve communities and open space; (3) improve the region's economic vitality; and (4) preserve environmental quality. In September 1992, the JRPC recommended a draft System Plan for review and comment; the Plan was due comment; the Plan was due to be finalised in May 1993, and was designed to implement the public transport element of the local Vision 2020 Land Use and Transportation Plan. While the Plan was being prepared, local counties and municipalities developed new or revised comprehensive land use plans, thus implementing the State's first comprehensive Growth Management Act. The paper outlines several formal and informal techniques, that have been, or will be, undertaken to achieve the iterative process for integrating rapid transport planning and land use planning.
