In the 1830's and 40's settlement in Victoria was sparse and consisted mainly of large agricultural runs centred on coastal villages with sea transport available. Major developments of the infrastructure and related technology occurred in the 1960's and 70's. Local government's functions have now changed dramatically- roads are a minor function in many cases- yet roads are still of major importance to the social and economic life of this nation. However, the system is starting to decline. This paper asks the question "has it all been for nothing?" and explores some options for the future of the network.
