In 2002 and 2003 the author worked with the United States FHWA and AASHTO to publish a report about the findings from a scan tour of four European countries (Sweden, Germany, The Netherlands, and the United Kingdom) with well-recognized and effective safety programs. Twelve safety experts from the United States were selected to investigate the management and organization of these European safety programs. This paper summarizes the general findings of the scan tour, and discusses those he believes are relevant to local governments. The recommendations suggested by the author for local governments include the implementation of roadway safety plans, consistent and comprehensive input from all safety-related organizations, the declaration of specific and achievable safety improvement goals, and the potential of local safety-performance incentive programs.
