A brief account is given of the background to local government reorganisation, and its effect on public lighting, with particular reference to the initial transfer of both financial and technical responsibilities from the old local authorities to the new counties, coordination of responsibilities for design and planning of new installations, purchase of equipment and efficiency of lighting maintenance. It is stated that if administrative authorities are to provide public services effectively, their areas must be large enough and their resources big enough to meet the needs demanded of them.
