In the past year, the (in-)accessibility of industrial areas has been discussed quite often. Several sources have mentioned a "logistic benchmark" for industrial areas as part of the solution to this problem. In this logistic benchmark future plans for industrial activities would be reviewed in the light of the available infrastructure in relation to the desired accessibility. Several traffic and transport related organisations support the initiative of the logistic benchmark. Directed by NOVEM, TNO and Grontmij have developed a framework and prototype for the logistic benchmark. In two workshops all stakeholders (national and local policymakers, property developers, and professionals in traffic transport and spatial planning) have been asked to determine the scope and function of the logistic benchmark. An important conclusion was that the logistic benchmark fulfils different functions in the several stages of the planning process. Based on the workshop results, a programme of demands has been set up for the design of a logistic benchmark. A prototype of the logistic benchmark has been developed according to these demands. This prototype has been used in two test cases (Vlaardingen and Ekkersrijt). Besides the functionality of the prototype, the attitude of its possible users (local governments and consultants) has also been looked at in both cases. This paper describes the approach used in the project, the results of the first deployment of the logistic benchmark and some recommendations for future studies.
