The SHRP 2 C18 Pilot Test was designed to demonstrate the utility of the “Transportation for Communities - Advancing Projects through Partnerships” (TCAPP) tool within the context of the Long-Range Transportation Planning Process. The PSRC pilot test was designed to demonstrate the utility of the TCAPP tool in facilitating consensus-building among PSRC stakeholders on key decisions during the development of this updated project prioritization process. In particular, this project used the tools contained within Long-Range Planning Key Decision Point 3 (LRP-3) to facilitate enhanced collaboration among members of PSRC advisory and elected committees in policy making, establishing goals, values and performance measures, and implementation. Pilot testing the TCAPP framework presented an opportunity to broaden stakeholder involvement during this process. This report is structured in two chapters: Chapter 1 explains the Transportation 2040 Prioritization Project, the focus of this pilot test. Chapter 2 describes how PSRC employed the TCAPP tool and provides highlights of the lessons learned from this process. (Author/publisher)
