The Federal Highway Administration (FHWA) began operational management of the Strategic Highway Research Program's (SHRP) Long-Term Pavement Performance (LTPP) program on July 1, 1992. This is in accordance with the original program plans, which designated the LTPP as a 20-year effort, the first 5 years of which were conducted under the SHRP. This paper will briefly review the scope and specific objectives of the LTPP program and work completed under the SHRP. The paper will also discuss the FHWA's strategic research plan and technology transfer activities for years 1992-1997. As the data collection and data base development progress, the scope and depth of the data analysis will be expanded to establish the relationships among to establish the relationships among pavement performance design, materials, construction, maintenance, rehabilitation, traffic, environment, and geographic locations.
