In 1987, the Dutch government set out a road safety programme with one aim to be reached by the year 2000: 25% fewer victims than in 1985. Based upon this, the Transport Structure Plan went one step further and proposed a target for the year 2010: a reduction of 50% in fatalities and 40% in those injured. However, since 1985 the previous annual reduction in the number of victims has come to a halt. Without a sharpening of the current policy now, it will not be possible to achieve either the goal for the year 2000 or the target for 2010. To bring the road safety goal target within reach again, a dual policy approach has been chosen.
