This paper describes Lothian's adoption of the multi-modal transport approach, from dial-a-ride and taxicard schemes to rail and bus improvements. The work of the West Lothian Mobility Initiative, a recently launched voluntary organization, provides advice on direct provision of transport for the disabled. The cost of such door-to-door services is discussed. The paper concludes that this approach not only is more likely to be effective in meeting diverse needs, but will be cost-effective and promote choice among customers.
