Low-congestion road management and the participation of public parties in road maintenance projects.

In this paper a description is given of two projects dealing with the highest priority within the Dutch transport policy with relation to road infrastructure: managing the existing capacity. The first project deals with measures to minimize incidental congestion due to accidents and road maintenance works. Introduction of the measures studied could reduce congestion due to road maintenance by 88% and due to accidents by about 50%. The second project describes a new approach to the participation of motorists and other parties concerned in road works. The method in general is described, as well as the results of a specific project within the scope of this new approach: strategy and execution of maintenance.
