B.C. Transit, for the City of Victoria, made a decision in 1989 that all future buses purchased for the City would be the low-floor bus. As such, the City became the first in North America to set a course of action to eventually convert an entire fleet to low-floor buses rather than lift-equipped buses. The object of this follow-up study has been to document the costs and benefits for each approach to providing accessibility for the mobility disadvantaged. The costs and benefits cover user attitudes and behaviours, driver comfort and attitudes, engineering and economics. This paper presents the results. (A)
