On Board Equipment (OBE) used in the field of Automatic Fee Collection (AFC) comprising an On Board Unit (OBU) and an Integrated Circuit Card (ICC) offer a solution for the problem of interoperability on application level between OBEs and Road Side Equipment's (RSE) of different manufacturers or tolling regions. The proposed solution is to store macros on the ICCs which can be interpreted by the OBUs on insertion of the ICC, resulting in an auto-configuration of the OBE according to the requirements of the issuer of the ICC representing the contract between the road user and the operator. Furthermore, the mechanism of macros provided to the OBU off-line can be used to solve a number of technically difficult issues like roll-up mechanisms for failed or incomplete transactions, post-processing of data in the OBU and interoperable Man Machine Interface (MMI) functionality.
