In 1991, Canterbury City Council introduced magnetic pre-payment cards which may be used for the payment of parking fees in the majority of car parks in Canterbury City Centre, Whitstable and Herne Bay, and at the two Canterbury Park and Ride sites. The cards are marketed under the name `Flexicard' and may be purchased for £20, £50, £80 and £120, only the latter denomination providing a discount. A postal survey of Flexicard users was carried out early in 1995. The aim was to determine the characteristics of motorists using the system, its effect on parking habits within the area, and difficulties experienced by card users. Some weaknesses of the system have been identified within the report. (A)
