The Colorado Transportation Management System (CTMS) is a five-year program to design, build, operate and maintain the statewide Intelligent Transportation System (ITS) for Colorado. It provides the Colorado Department of Transportation a focal point for incident detection, analysis and control of the State's highway infrastructure. The CTMS is a task order based program, which includes tasks for various installations of field equipment, operation of the Colorado Traffic Management Centre, and maintenance of field equipment throughout the State of Colorado. As part of the Maintenance Task Order, Lockheed Martin has been maintaining ITS field. Since there is a limited budget for maintaining equipment, Lockheed Martin has been tracking costs for routine and emergency maintenance for the last two years. This paper presents some of the findings for the various costs of associated with maintaining various Dynamic Message Signs (DMS); Colorado provides a very good test case because of the variety of manufacturers and styles that must be maintained.
