Making traffic management operational, beyond the European ITS framework architecture.

The European ITS Framework Architecture (formerly known as KAREN) offers us structure and synergy on a system level. On the traffic and policy level the European ITS Framework Architecture offers a set of business models, tools to be used by structuring the path from strategy to combination and coordination. These tools, however, do not help in defining the strategy itself or the combination of traffic applications needed to realize this strategy, nor does it help in defining the control mechanisms within traffic management. In The Netherlands, a method is under development to answer these questions. This method is called the Dutch Traffic Management Architecture, one-step beyond the European ITS Framework Architecture. The link between traffic management and the traffic control policy served as a basis for the development of this architecture. It was recognized that traffic control was gaining complexity due to the growth in intensity in the network and the propagation of traffic problems as a result. Furthermore, an increase is seen in the available traffic applications (traffic management measures) to combat these problems. The goal of this paper is to link the Dutch Traffic Management Architecture to the European ITS Framework Architecture. This may give the Dutch Traffic Management Architecture its roots in the traffic management system on a European Level. On the other hand, it may provide the European ITS Framework Architecture a structured approach to (re-) style traffic management on the road. This approach combines a layered and nested approach to structure the steps from traffic management objectives to traffic applications.
