Bus operators are having to manage in an increasingly turbulent operating environment. Although much has been written on the economic consequences of environmental change and the deregulation of local bus services, little consideration has been given to organisational and managerial effects. However, if bus operators are to survive, it is clear that such effects are of crucial significance. This paper examines the changes that have taken place since 1986, identifies relevant literature on organisational change, and develops a framework for analysing the management of change based on strategy, leadership and organisational culture.
