The successful management of travel for planned special events, such as the 1995 U.S. Golf Open, has emphasized the need for a handbook that can lead practitioners step-by-step through all phases of planned special events. To fulfill this need, the Federal Highway Administration (FHWA) is developing a technical reference entitled Managing Travel for Planned Special Events that will provide a framework for establishing an integrated transportation management practice, utilizing innovative techniques, to enhance the efficiency and applicability of current agency event-specific plans. The document will present and recommend various operational strategies, traffic management plan components, common guidelines and procedures, and technology applications that satisfy the special customer requirements and stakeholder performance requirements driving planned special events management. This paper will provide some advance information on the content of the technical reference for immediate use. In addition, the paper will release some successful practices that were utilized in the 1995 U.S. Golf Open and support the recommended practices and procedures identified in the handbook.
