Special events are becoming more frequent and are increasingly impacting our surface transportation system. In many regions there are more special events each year than there are normal peak period traffic flows. This paper focuses on planning for special events. A definition for special events is proposed, and impacts of special events on normal traffic flow are described, so that the reader may understand the disruption caused by special events. Regional goals effectively managing traffic generated by special events are presented and discussed. Issues related to stakeholder involvement are presented. Four measures of success are described, including: program planning, event operations planning, event activities, and post-event activities.
