This paper was presented at the `Privatized maintenance : making it work' session. These proceedings are available on CD-ROM. This paper details the selection and development of a network level preservation model for local (residential) roads in the City of Saskatoon. This paper illustrates the need for separate condition indices for measurement and evaluation of local road infrastructure, reviews local road pavement condition measures, and quantifies the impact of water and sewer maintenance activities on road investment and condition. It presents the first step toward determining a joint optimized road and underground infrastructure maintenance and rehabilitation program, by developing network probabilistic performance models to implicitly include the impact of water and sewer maintenance and rehabilitation in determining the optimal road maintenance program. The paper further details a preliminary review of the `Written Down Replacement Cost' as an asset valuation method, and the significant impact that water and sewer maintenance activities have on local road asset valuation.
