This Manual on Countermeasures for Sign Vandalism in 1986 - the Yellow Book - covers many ways to reduce or control sign vandalism, and includes very detailed information on education, sign management, and control programs. Some recommendations are: Reduce or eliminate traffic signs; Use substrate materials when fabricating signs to deter specific types of vandalism - thicker gauge sign blanks, less expensive substrate materials, plywood, or other nonmetallic substrates; Apply sign face treatments that allow removal of substances; Employ breakaway and flexible supports for signs to lower maintenance costs and reduce injury if signs are struck by cars; Install signs with anchoring systems, anti-twist devices, and mounting hardware that are difficult to remove; Restore, repair, and recycle signs whenever possible; Mount signs at a height and location that makes them hard to reach; and Affix or imprint information on signs for identification of ownership, penalties, reporting notices, and/or sign installation dates.
