This report examines the possibility of transporting greater volumes of chlorine and anhydrous ammonia shipments via the marine highway system than is currently shipped via water. At present, there is no coastwise and limited inland waterway activity related to either commodity. By developing a business case, the research considers such issues as market definition, return on investment, obstacles, impacts on other modes and their likely reactions, labor issues, environmental concerns, risks, and lessons learned from international experience.
