Market shares and evaluation of undergrounds and trams in France.

This paper considers the effectiveness of new public transport schemes in encouraging public transport usage and the accuracy of the indicators used. Four French towns were surveyed before and after the construction of underground railways (Lille and Lyon) and tramways (Grenoble and Nantes) to estimate the effect on other modes of transport. The results were varied. In Grenoble there was a significant increase in public transport use whereas in Lille, Lyon and Nantes it was negligible. Reasons for these findings are suggested. The effect on indicators of other aspects of transport policy is noted.
