A Market System for Tolls at a Freeway Bottleneck.

For overloaded bottlenecks within freeway systems it would be useful to limit the volume of approaching traffic to the capacity. Then the access tothe bottleneck could be controlled by tollgates which generate a specificdelay to traffic on each of the approaching lanes. Here the toll for eachlane could be related to the induced delay. The driver can choose his combination of delay and toll according to his value of time. The paper examines two different strategies to control such a system. As a result both the capacity of the lanes as well as the specific tolls should be kept constant over time. For the gradation of tolls different strategies are possible. By such a system the overflow queue is stored in a buffer which avoids traffic breakdown in the bottleneck. The system appoints the scarce capacity to those drivers who most urgently need it and it raises income which might be used for the operation of the freeway.
