The U.S. Department of Transportation recently completed a comprehensive study of mass transportation needs and methods for financing these needs. The study determines the level of capital and funds that would be required to implement the 1972-1990 long-range plans and 1972-1980 short-range programs of the states and urbanized areas. It then analyzed various funding mechanisms at state and local levels for financing their portions of these plans and programs.
