First the authors give an overview on typical system elements and important actors for the operation of intelligent transport systems (ITS) in Germany. By using the following ITS components they give and analyse a couple of their possible uses: - Road Traffic Management, - Traffic Information Services, - Driver Assistance Systems, - Cooperative Systems (CITS). The examples of utilisation are the basis for recombining the system components. The thereby achieved dissolving of system boundaries in favour of a modulising of each scenario results in a multitude of new combination possibilities of the previously identified components of intelligent transport systems in a matrix. This work will attempt to clarify and illustrate the potential of this construction set, while also mentioning the challenges that remain with regard to organisation, functionality and the technical sector. This work is to be understood as a groundwork report that has influenced many other activities in Germany as a harmonized analysis and will continue to do so. (Author/publisher)
