Countermeasures have been developed on the basis of a detailed analysis of the predisposing factors and precipitating events associated with various kinds of pedestrian accidents. One approach emphasizes the capability of a countermeasure to modify pedestrian or driver behaviors that have been identified as relating to various types of accidents. The report presents recommendations as to specific pedestrian, driver, and vehicle behaviors to be studied and measured.
