This paper reports on a case-study of the transport needs of groups of people who are at risk of experiencing transport disadvantage. The case-study took place in the Victorian regional centre of Warrnambool. This work drew on research undertaken by the Social Exclusion Unit in the United Kingdom. The study spoke to many groups, including children, residential university students, seniors, those with a disability and Indigenous residents. Study recommendations centred on the need for improved public transport service frequency, span and coverage, better marketing of public transport services, regulatory reform to increase the flexibility with which services can be available, and improved arrangements for transport service planning. The study recommended the establishment of Regional Accessibility Planning Councils which involve representatives of all modes of transport with the aim of planning for more efficient use of existing resources to better meet the needs of those who are transport disadvantaged.
