Human or desirable - Behavioural changes of road pricing measures Dutch transport policy should not only consider 'hard' foreseeable factors, but also 'soft' less predictable psychological factors. Otherwise it will not be possible to introduce transport infrastructure pricing successfully and efficiently. Travel behaviour is influenced by various factors. Apart from economic factors, technological, sociological, geographical en psychological factors are also important. Nowadays pricing policy is focused on economic and technical factors; not enough attention is paid to psychological factors. Human beings are not 'homo economicus' for which we can calculate behaviour and reactions. It is clear that price is just one of several factors influencing mobility. But even small modal shift effects would be both desirable and effective to solve congestion problems. (Author/publisher)
