As non-compliance with traffic regulations is known to be a major contributing factor to traffic accident risk it is generally accepted that police enforcement measures are indispensable for assuring and increasing traffic safety. To empirically verify the effectiveness of specific enforcement measures usually enforcement projects are performed which need to be evaluated. It is the aim of the present Working Paper to provide a summary description of the research methods usually applied when performing evaluation studies on enforcement projects. This summary description relies on research literature as well as on own practical experiences from evaluation studies and results in some basic recommendations which should be taken into account when planning and performing evaluations of enforcement measures.The text is structured according to the main methodological issue to be regarded when planning and performing an evaluation study on an enforcement project. With respect to police enforcement measures the authors focus the areas of speed (automatic and conventional enforcement) and enforcement of alcohol-impaired driving although the general scope of applications may be broader for many of the questions addressed.
