This article discusses the effects of uncertainty on accident countermeasure investment decisions. Given that analysts often need to rely on unreliable and limited amounts of information, it is shown that deterministic techniques have a greater likelihood of leading to the wrong conclusions. A menu driven microcomputer model based on statistical decision theory is proposed for selecting the optimal action.
