ITS (Intelligent Transport Systems) will provide traffic efficiency and mobile safety without construction of new roads. To provide ITS services, DSRC (Dedicated Short-Range Communication) has been developed to provide high-speed radio link between RSE (Road Side Equipment) and OBE (On Board Equipment). In this paper, the authors present the requirements, conceptual view, protocol stack, and implementation of advanced DSRC system for supporting mobile Internet service on car. Advanced DSRC system has the features: high-speed and frequent movement, small communication coverage, no soft-handoff, and short sojourn time. According to these features, service forwarding and FA (Foreign Agent) clustering are chosen. The reasons are that service forwarding is appropriate in single and small communication islands, and FA clustering is good in high-speed and frequent movement. There are two phases in developing advanced DSRC system: Information Park and Mobile Office. Information Park provides mobile Internet service on car in the rest areas and has the features: mobile IP (Internet Protocol), no service forwarding, FA method (no FA Clustering), and 1:1 mapping of FA and RSE (Road Side Equipment). To assess mobile IP support in DSRC system, we developed a test-bed of Information Park. Mobile Office provides mobile Internet service on car during driving and has the features: mobile IP, service forwarding, FA clustering method, and 1:N mapping of FA and RSE. Therefore, Mobile Office using DSRC will provide better mobile Internet service on car than Information Park using DSRC, but increase the implementation complexity and cost.
