Permitted to be mobile, but not to complain! A regional approach to traffic by ROA The Regional Authority of Amsterdam (ROA) is working at present on the regional traffic and transport plan (RVVP). In the strategic part 1 which has just been released for discussion there are three central points of departure: it is not possible, desirable or useful to want to accommodate all citizens’ and companies’ individual wishes with respect to mobility; in order to obtain the highest social return on investments the various infra-networks (rail, road, water) should be seen as one cohesive whole; and a sophisticated pricing policy should be implemented for managing mobility. The RVVP distances itself somewhat from the discussion on mobility of recent years, in which (a lot more than under the SVV-II) it is assumed that the individual wishes with respect to mobility will be facilitated. It is not desirable or necessary to facilitate every wish for the region to function well (economically, socially, and as regards quality of life and safety). Using all existing infrastructure and adjusting wishes with respect to mobility through pricing policy play a leading part in managing it. In order to be able to carry out a policy of this sort properly there must be far-reaching simplification of the fragmentation of control over various authorities in the region. The central government must moreover either implement the pricing policy itself or transfer authority for this to local government, too. If this is not done, then it will not be possible to attain the traffic policy targets, improve accessibility, quality of life and safety, certainly with the budget that is expected to be available.
