Samenvatting
This paper tries to begin a debate about righteousness of handling prices to regulate mobility. This paper does not agree. Deviding capacity of infrastructure is the remedy to manage the problem. For reaching an optimal modal- split it is necessary to introduce so called mile- quota. The less harmfull way of travelling needs to have prioraty.
