The Dutch fifth Note on Spatial Planning and the Dutch National Traffic and Transport Plan (NVVP) are aimed at developing the Randstad area into a coherent metropolis, the 'Deltametropool'. In this paper, the mobility and accessibility impacts of several land use and infrastructure scenarios are described for the Randstad for the period up to 2030 using the TIGRIS land use transport model. Scenarios included the further urbanisation of either the inner or outer side of the Randstad, or its west or east side, and the existing or new nodes, all combined with improved regional public transport with or without high-speed ground transport. Intended land use and transport policies are concluded here to mean large gains in accessibility for public transport users and increased public transport use. However, the impact on car traffic is modest. Even with high-speed ground transport, public transport is still not able to compete fully with car travel. Nevertheless, the choice of new housing and employment locations, and locations for expansion of infrastructure, is important for the future spatial structure of the Randstad, the level of interaction between its districts and the occurrence of bottlenecks in the infrastructure.
