Samenvatting

A research programme on Mobility Pricing launched by the Swiss Federal Roads Office will provide knowledge in the area of overlap of traffic management on one hand and transport financing on the other hand for the upcoming political debate. The programme looks into the requirements of nationwide mobility pricing schemes and into the interdependencies between user charges such as road user fees and public transport fares and the other components of transport financing such as fuel taxes and motor vehicle taxes. The programme includes ten individual research projects that will examine the same national Mobility Pricing Scenarios from different angles. Five Scenarios have been developed including motorway charging, urban congestion charging, and area charging combined with alternative transport tax reduction schemes. The paper focuses on the electronic fee collection (EFC) technology options related to the different scenarios, and discusses the technology issues for area charging in particular.
