This paper describes the formation, operation, recommendations, and future challenges of the Colorado Incident Management Coalition, which first met on 4 November 1991. This coalition represents various interests in the region of Denver, CO, USA, who are involved in incident response and incident management, and who were brought together to help develop an incident management programme in the region. The coalition was formed after the National Incident Management Coalition had been formed, to encourage more attention to traffic incident management programmes throughout the USA. The Colorado coalition aimed to: (1) support incident management activities; (2) promote cooperation between incident management agencies; and (3) educate the public about the benefits of incident management activities and how to respond to them. Its main objective was to present a set of recommended actions, to improve the Denver region's incident management activities. The paper lists the recommendations that the coalition had prepared and approved by June 1992. Issues still remaining, for the implementation of the incident management programme, include: (1) continuing responsibility for the programme; (2) retaining interest; and (3) implementation issues.
