Modal split analysis and the programming of transportation systems.

Analysis of modal choices is often based on a linear utility function. The coefficients which are estimated may be interpreted as marginal utilities of the modal attributes. This paper suggests how these coefficients may be used to define a welfare function in terms of which alternative proposals for transportation systems may be evaluated and optimal structures may programmed.
