The Operating Units of Shell Exploration and Production (Shell EP) are required to operate under an as low as reasonably practicable (ALARP) risk level. The assessment of the safety levels for transport of staff and contractor employees of Shell EP have been hampered by the lack of available and/or reliable risk data for the passenger transport modes in the operation regions of Shell EP, which especially holds for transport in developing countries. Shell EP asked (by Dick Nijen Twilhaar) whether it would be possible to develop an easily usable, science-based model for transport mode decisions on the ALARP safety level for the transport of staff and/or contractor employees of Shell EP. This report shows how the risks of each passenger transport mode in any region of the world can be reasonably reliable determined. Risks of damage to environment, asset, or reputation are not considered in this study, it concentrates on safety risks only. The used risks are rates of annually killed persons per 100 million person travel km. for each of the travel modes. These fatality rates concern all annually killed persons by the respective transport modes. For example, if it concerns travel by a mini-bus then the fatality rate includes not only the risk to be killed for mini-bus passengers, but also the risk that the driver and other road users (pedestrians, cyclists, motorcyclists, driver and occupants of other cars etc.) are killed by a crash with a mini-bus.
